Bylaws and Organization

 

1.0  BOARD OF DIRECTORS

                                                                                                                                   

1.1  The Board of Directors of the Association shall consist of a President, Vice President, Secretary, Treasurer, and necessary Directors and Commissioners.   The Board Members shall be nominated and elected by a majority of the Board Members who are present and voting at the General Meeting called for the election of officers.

    There are two definitions and methods of achieving a quorum.  Half or more of the total elected board members at a meeting is a quorum.  However it is often difficult to achieve this level of participation for a volunteer organization.  An alternative quorum is five board members, one of which must be the President or Vice President, at a meeting in which all of the board members were notified of the meeting within the previous 48 hours.

 

1.2  The Board of Directors shall formulate CGSA policy, promote the Association and carry out or provide for the carrying out of all necessary business for the operation of CGSA.

 

1.3  The Board reserves the right to dismiss any volunteer or player and to reject membership of anyone to the Association if they are deemed a danger to others or a liability to the Association.

 

2.0   DUTIES OF OFFICERS

 

2.1  PRESIDENT

The President shall be the Chairman of the Board of Directors. As Chief Administrator, he/she shall approve the selection and appointment of Managers, Coaches, Umpires, and Committees. He/She shall assign duties to all Officers and Board Members as required. He/She shall work in coordination with the City of Colleyville regarding fields and maintenance.  The President must maintain the rainout telephone message or delegate this duty to another board member.  The President is empowered to take prudent and reasonable action in cases not covered by these BY-LAWS.

 

2.2 VICE PRESIDENT

   The Vice President shall preside in the absence of the President.  In conjunction with the President, the Vice President shall perform any necessary tasks not expressly defined for other board members as required to maintain operation of the Association.  

    The Vice President shall review the financial records as reported by the Treasurer.  These financial reviews will occur at least every quarter and preferably every month.

 


 

 

2.3  SECRETARY

The Secretary shall maintain a record of Association activities and meetings.   He/She shall be responsible to notify the Board of Directors of regular or special Association meetings.

 

2.4   TREASURER

He/She shall establish and maintain a CGSA checking account, pay all receivables in a timely manner  and maintain CGSA’s financial records.  He/She shall submit a financial report at regular board meetings.  He/She will be in charge of insurance coverage.

 

2.5  Director - PUBLICITY

He/She will be in charge of all publicity for CGSA including, but not limited to, advertising, promotions, and newspaper articles.  He/She shall be responsible for soliciting sponsorships and fundraisers.

 

2.6  Director - EQUIPMENT

He/She shall be responsible for purchasing (with board approval), distributing, collecting and maintaining all equipment necessary for carrying out all CGSA activities. He/She will maintain a complete, accurate, up-to-date inventory of equipment. He/She will make every effort to obtain the best possible value per dollar for equipment. He/She will present all bills and receipts in a timely manner to the Treasurer.

 

2.7   Director - SCHEDULING

He/She shall schedule all games during the seasonHe/She will have the power to re-schedule games in a timely manner and to work with the Umpires and the City of Colleyville to ensure field assignments are made by age group for all CGSA home games. He/She will be responsible for coordinating all scheduling changes with the city officials, the Web Master, Umpire representative, necessary board members, and other Associations. Schedule changes may be required due to rainouts, make-up games, forfeitures, and cancellations.

    The Director of Scheduling will allow a game to be rescheduled one time in coordination with both head coaches of the two teams.  Once a game has been rescheduled, it can not be rescheduled again.  If a team can not be at a rescheduled game, that team must forfeit.

 

2.8   Director - WEB MASTER

He/She shall maintain the Association's web pages.   He/She will rules, team standings, and other information as requested by the board.  He/She will work with the Director of Scheduling to post schedule changes in a timely manner.

 

2.8 HEAD COMMISSIONERS

    The Recreational and Classic Leagues will have an elected Head Commissioner.   The Head Commissioners are the liaison between the board and the commissioners and coaches.   Any coach has the right to bring issues before the board but only after the issue is brought before the commissioner and head commissioner for resolution.  Head commissioners will communicate to the commissioners and coaches association news and rulings and will be responsible to work with the scheduler to ensure all schedules and schedule changes are communicated to the commissioners and coaches in their age group.

    The Head Commissioner of the Recreational League has the duty of scheduling practices.

 

2.9  COMMISSIONERS

    Each age group will have commissioner.  Whenever possible, a coach should not serve as commissioner for his same age group to prevent conflicts of interest. When applicable, each  commissioner has the responsibility to meet with all coaches of his/her age group before the draft to go over league rules, draft procedures and preside over that age groups draft. The commissioner is the liaison between the board and the coaches of each age group and shall be the first step of mediation of disputes or interpretation of league or ASA rules. Any coach has the right to bring issues before the board but only after the issue is brought before the commissioner for resolution. All requests for board hearings will come through the league commissioners. Commissioners will also communicate to the coaches association news and rulings and will be responsible to work with the scheduler to ensure all schedules and schedule changes are communicated to the coaches in their age group.

 

3.0  Nominating Committee

The President will appoint two or more board members as a nominating committee to select future board members.   This committee shall present only those candidates who have consented to serve if elected.  Additional nominations may be made from the floor at the time of the election by any board member. The election shall take place at a general meeting of CGSA no later than January 1 of the next playing year.

 

3.1   Background Checks

    Criminal background checks will be performed on volunteers (this includes board members, coaches, team managers, head coaches, and assistant coaches).   Background checks will be performed on a random basis and will be repeated every three years.  

    Volunteers will be required to resign immediately upon discovery of an arrest or conviction of a crime related to children or other serious crime that would create a concern for the Association and the safety of its members.   These include but are not limited to:

(1) Providing alcoholic beverages to minors.

(2) Sexual offenses, including but not limited to child pornography

(3) Employing a child to commit a crime

(4) Endangering the welfare of a child

(5) Selling firearms or other weapons to minors

(6) Luring a child into a motor vehicle

(7) Lewdness and obscenity towards children

 

Other causes for dismissal include:

(8) felony convictions for violent or sexual crimes

(9) other crimes considered by the Board to be a potential danger to children

 

Volunteers have the right to appeal their dismissal to the Board of Directors.   The Board reserves the right to reinstate volunteers by majority vote if there are extenuating circumstances.

4.0   League Membership

 

4.1    Leagues will consist of teams made up of girls of the following ages on or before January 1 and each succeeding year.  All new players to the association must provide proof of age either during registration or at some time during the season.  Birth certificates or baptismal certificates are examples of acceptable proof.

 

4.2   Any pre-draft registrant whose age allows her, and expresses the wish at registration either to: 1) return to her previous season’s team; 2) play for her parent, step-parent or guardian who is a coach or first assistant coach; 3) play with her sister or any other member of her household; shall be assigned to such team for the season with the head coach's approval.

 

4.3   A parent or guardian can request that their child play up to the next age group level subject to the approval of a CGSA board member and CGSA President and the coach.  Parents or guardians can request that their child be placed on a team with a friend or classmate, however C.G.S.A. makes no guarantees or promises that this will occur.   Players shall not be members of more than one recreational team in the Association during a season.

 

4.4  The leagues will include:

 

A.  14 and under League:  This league will be made up of girls who are 14 and under on or before January 1st of each playing year.

 

B.  12 and under League:  This league will be made up of girls who are 12 and under on or before January 1st of each playing year.

 

C.  10 and under League:  This league will be made up of girls who are 10 and under on or before January 1st of each playing year.

 

D.  8 and under League:  This league will be made up of girls who are 8 and under on or before January 1st of each playing year.

 

E.  6 and under League:   This league will be made up of girls who are 6 but no less than 4 years of age on or before January 1st of each playing year.

 

 

4.5    In no case shall an older girl be allowed to play in a lower age group without approval of the  Board of Directors.

 


 

 

5.0  Coach Look

 

5.1   All Registrants entering the 8 and under through 14 and under leagues must attend coach looks for their respective age group if a coach look is deemed necessary by the Board.  Exceptions to this rule are protected players and players who are coming into the league on a complete team.

 

5.2    Any individual that is required to attend a coach look and does not will be selected in a blind draw after all eligible draft players are drafted.  Exceptions are protected players and well known players, as explained in the draft/draw section.  No coach may contact a player for the purpose of recruiting such player(s) when that player is scheduled by registration in the league to participate in the coach look.  Any coach violating this rule will have all their players (except for 2 protected players) placed into the draft /draw. Coaches bringing a full or returning team into the league must submit their rosters by Coach look and will not participate in the draft / draw except as stated below.  Full teams, however, will be required by CGSA to accept additional players if there is a need as determined by the CGSA board.

 

5.3    Coach look will consist of taking infield and outfield drills determined by the commissioner of that age group and will include batting and base-running.  Pitchers and catchers will be given an additional look at the end of the age group coach look.  Select/tournament team tryouts will be held simultaneously to the recreational / instructional players coach look and all players not selected for those teams will be drafted in the recreational/instructional draft.

 


 

 

6.0  Draft rules

 

6.1   The Board of Directors have the final decision regarding which players are on which teams in the Recreational League.

 

6.2   A Draft Committee selected by the President and consisting of at least the Vice President and Head Commissioner will assign some of the players to various recreational teams based on rules 4.2 and 4.3 before the draft and/or coach look.

 

6.3.  The Draft Committee will also have the right to assign players to teams in the recreational league as necessary to evenly distribute talent before the draft and/or coach look.

 

6.4    Once all coach looks are completed the coaches will meet the following week to conduct the draft.  All players who are eligible will be placed on teams by the draft/draw process.

 

6.5   The coach and/or their assistant coach must be present for the entire draft /draw process for their age group.

 

6.6    Draft positions will be randomly draw and will remain the same throughout the entire draft for that age group.  The order of the draft will reverse after every round. Example: suppose a 6 team draft. First round order 1,2,3,4,5 and 6, second round 6,5,4,3,2 and 1 and reverse again dropping down one digit each time to prevent drafting two players in a row. Subject to the following exception:

 

6.7   Any team with protected players will not be able to draft until all teams reach an equal number of players to the protected players from those teams.  All teams will have a minimum of 2 protected players.  Example: teams 1, 2 and 3 are new teams.  They start with 2 protected players.  Team 4 is a returning team with 6 players and team 5 is a team with 7 returning players.  Teams 1-3 would random draft among themselves until they reach 6 players and then team 4 would join the draft with its 1st pick and team 5 would join after all teams below them had 7 players with their first pick.  Thereafter all teams will follow the draw order determined at the start of the draft as described in the previous paragraph.

 

6.8   Team size will be limited to a minimum of 10 and maximum of 12 players except as directed by the board.  

 

6.9   There are three categories of players:

 

    A. Protected players – Generally the daughters of the coach and assistant coach

        or players from a returning (from either the previous spring or fall season) or

        a complete team entering the league.

 

     B. Draft Players – Consisting of all registrants who participated in the

           coach looks.

 

     C. Blind Draft Players – Consisting of all other registrants.

 

6.10   Coaches pick from the draft players or pick from the blind draft pool of players after the coach look draft players are exhausted.

 

6.11   Where siblings qualify to be in the same league and request to be placed on the same team, this will count as the teams number 1 draft choice unless deemed as a protected player.

 

6.12   Players not participating in the coach’s look will be placed in a blind draw.  No player can be pulled from the blind draw until all players in her age bracket that were in the coach look have been drafted.  However prior to the draft if a player that is well known in the association as an exceptional player and has not participated in coach look is identified, that player will be placed in the regular draft. 

 

6.13   The draft will continue until the pool of players from the coach look is exhausted and all blind draft players are assigned

 

6.14   Any players who late register after the coaches look and draft will be assigned by the applicable Commissioner to the team with the fewest players or randomly among those teams with the fewest players.

 

6.15  All trades between teams should be completed on draft night.

 

6.16   The board reserves the right to modify the selections after the draft to ensure team parity.  This may include, but is not limited to, having a separate pitchers draft as determined by the board.

 

7.0  Following the draft

 

7.1   Practice field time signup based on a random drawn order of choice will be completed and fields assigned on draft night.

 

7.2  Uniform sizes, names and numbers, as well as team colors for players and coaches must be turned in to the designated board member who will be handling uniforms.

 

7.3   Equipment will be available from the equipment manager within a week of the draft.  Those not receiving equipment in that time frame will have to arrange picking up equipment from the storage area.  Coaches must sign a receipt for their team’s equipment and will be held responsible for its return.

 

7.4   Coaches are responsible for calling their players and informing team members and their parents the time and location of practices, games.

 


 

 

ARTICLE 3 -  PLAYING RULES

 

8.0   The Association will abide by the current ASA rules for Fast Pitch Softball with the following exceptions.

 

 

9.0  Conduct

 

9.1   Coaches are also responsible for conduct of their teams, parents and guests.

Players, coaches, parents, guests and game officials will conduct themselves in a sportsmanship manner at all times.  Any violation will be subject to disciplinary action from the Board of Directors of the offender’s home association.  Coaches are responsible for the behavior of the players, parents and spectators of their team.  For further discussion see Coaches Council rules.

 

9.2   Only positive chatter or chants will be tolerated.   Chatter directed at the other team, coaches, umpires, or spectators will not be allowed on the field or in the dugout of either team. Coaches are responsible for the behavior of the players, parents and spectators of their team.  Penalty for violation after one warning may be forfeiture of the game or ejection of coaches, players, parents or spectators from the playing fields.

 

 

10.0   Umpire’s decisions

 

10.1  The Plate umpires decision shall be final, subject only to the protest provisions.

 

10.2   Protests will be handled at the time of protest by a meeting of umpires and coaches involved.  If parties are unable to reach an agreement, after consulting the ASA rule book and C.G.S.A. rules, a protest must be indicated in the official score book and a written protest must be made to the commissioner of the league in which the game was played for submission to the board of directors of C.G.S.A.  Only protests that cite the specific infractions from the ASA rule book or C.G.S.A. rules will be considered.  A protest will not be allowed if these conditions are not met. Judgment calls are not subject to protests. If there is a conflict between member association by-laws and the ASA rulebook, member by-laws will prevail.

 

10.3   If the protest involves an ineligible player, and is upheld, the game will be forfeited. Ineligible can be by virtue of age.  Otherwise, when protests are upheld, the scheduler will be advised and the game rescheduled and replayed from the point of protest before the end of the season.  Every effort will be made to replay the game within two weeks of the board’s final decision.          

 

10.4   Coaches should carry the current year ASA rule book and the CGSA rules to each game as a point of reference for protests.

 


 

 

11.0 Administrative Rules

 

11.1  Rosters identifying each team player's name, age and date of birth must be provided to the Board of Directors prior to the first game of the official softball season.

 

11.2   If a team fails to appear within 15 minutes after the official start time or within 15 minutes after the field is available for play, whichever is later a forfeiture will be declared.

 

11.3   One home plate umpire and one field umpire should be present for all 14U, 12U, 10U, 8U games.  6U games will be played without an umpire.  If only one official umpire is present, and both the coaches and the umpire agree, the game may be played according to schedule.

 

11.4   The home team shall bat last and take the first base dugout.  The home team scorekeeper will be the official scorekeeper for the game.

 

11.5   The Umpire will call the game for inclement weather or darkness for reschedule. Umpire’s decisions are final.

 

11.6   ASA rules state no more than four coaches are allowed per team. Only rostered players and designated coaches are allowed in the dugout during the game. Teams found in violation of these rules shall be warned for the first violation with a second violation in a game resulting in an out being recorded against the team when they are at bat.

 

11.7   If a team cannot field nine (9) players from their roster for a regular game, the coach may “bring up” a player or players from the league just below their league (i.e. a 12U coach may choose a player or players from the 10U bracket).

 

11.8   The following procedures must be observed to bring players up:

   A.  The player must be on the roster of a CGSA team of a lower age bracket.

   B.   The coach needing players must obtain permission from the player’s parents

          or coach.

   C.  The player or players brought up, cannot under any circumstances be used

         as a pitcher or catcher

   D.  Only enough players can be brought up to bring the total number of players to nine.

   E.  Once a player is on the roster, she will be allowed to play the entire game.

   F.  Once a game starts and a regular team member shows up the team can play with both the brought up player and the regular late arriving player or players. 

11.9    No new inning will start after the time limit has expired except in cases of ties.  If the game is tied after the time limit has expired or the required innings played, then a tie breaker inning will be played.  This will consist of one full inning.  If the inning still ends in a tie, then each team will record the tie as a half win for their league’s standing. During those seasons in which standings are not kept (i.e. the Fall season), games may end in a tie and a tie-breaker inning is not required.


11.10 All catchers and batters are required to wear protective
helmets. In addition, catchers are required to wear throat protectors. All helmets will have chin straps. Face masks must be used for 8U and older girls.


11.11   Each manager is responsible to have their team on the playing field at the scheduled game time.   For 10U and above, a game may be started with only eight (8) players.  Under this condition, the ninth (9) batter is automatically out.  If the additional players arrive during the game, they will be added to the next position at the bottom of the playing line-up, thus eliminating the automatic out.
For 8U and 6U there is no penalty for having less than nine players and no minimum number of players to begin a game.  However, 8U teams are encouraged to invite a 6U player to play up to obtain nine players.


11.12   Absent players who are merely late to the game whose turn at bat has come up must be stricken from their original position and added to the bottom of the batting order.  Injuries or players who leave early will not count as outs, and the players will move up the batting order unless you fall below nine players.  Note that the official scorekeeper and officials must be notified about absent  players and late players arriving, otherwise batters are at risk of being called out for batting out of order.

11.13  Arrangements shall be made between the coaches if a game must be postponed.  The coach requesting the postponement must contact the opposing team coach at least seven (7) days prior to the scheduled game.  The coach requesting the postponement will be responsible for coordinating a new date and must notify the President and the Association’s Scheduler in order that the umpires and City Parks Department can be notified about the rescheduled date.

 
11.14   A rained out game is defined as one in which the minimum number of innings and/or time have not been played as designated for each league.   CGSA will attempt as soon as possible to reschedule rained out games.    The Association’s Scheduler will be responsible for notifying the umpires and the City Parks Department.

 

11.15   Batting orders must be delivered to the opposing team scorekeeper prior to the start of each game.

 

11.16   No player shall sit out two innings in a row with the exception of injuries or illness or absence from the playing field.   Each girl must play a minimum of one full inning in a three inning game and a minimum of two innings in a game of four to five innings.  In a game of six innings or more, each girl needs to play three or more innings.  A late arriving player must play approximately half of the remaining innings.  Penalty for violation of this rule will be a forfeiture by the violating team.  The official scorekeeper shall be notified if any roster member is not going to play in game.

 

11.17   Each girl shall have the option of wearing a softball cap, standard headband, visor, or no headgear, without exception.  If the headgear is worn, however, it must be matching to uniform colors, with the exception of league furnished visors.  All girls on a team are not required to wear the same style headgear.  NO jewelry will be allowed.  

 

11.18   Free substitution for all players, except the pitcher.  Note:  The starting pitcher can return to the game as a pitcher only one time during the game.  A substitute pitcher may not return to the game as a pitcher.  The starting pitcher and the substitute pitcher may return to the game in any other position.  The pitcher returning may not be used as a delay tactic.

 

11.19    During practices, practice games and league games, smoking and other tobacco related products will NOT be permitted on the playing field or in the dugout.

NO alcoholic beverages will be allowed on the premises.  Any official, coach, player, parent, or spectator of the Colleyville Girls Softball Association using profane language, acting in an unsportsmanlike manner, and/or under the influence of alcohol or illegal substances, will be subject to disciplinary action from the Association’s Board of Directors.

ARTICLE 3 - CGSA Softball Rules and Exceptions

 

12.0  Miscellaneous Rules – All Leagues

 

12.0.1 ASA Rule 3, Section 6.F:

  "Exposed jewelry, which is judged by the umpire to be dangerous, must be removed and may not be worn during the game."    Band-aids over ear-rings apparently are not sufficient for umpires.

 

12.1  ASA Rule 7, Section 5.A: 

      A ball is called by the umpire for each legally pitched ball which does not enter the strike zone, touches the ground before reaching home plate, or touches home plate, and the batter does not swing.  The ball is in play. (Player pitch only.)

 

12.2  ASA Rule 8, Section 1.F:

     The batter becomes a batter-runner when a pitched ball not swung at nor called a strike touches any part of the batter's person or clothing.  It does not matter if the ball strikes the ground before hitting the batter.  (Player pitch only.)

 

12.3  ASA Rule 6, Section 3.K and ASA Rule 8, Section 1.A

    A pitched ball that hits the ground before reaching the plate can legally be hit fair by the batter.  However, coaches are not allowed to deliberately roll the ball to the batter.

    A pitched ball that hits the ground before reaching the plate is technically a "dropped third strike" if the batter swings and misses, even if the catcher catches the ball cleanly.

 

12.4  ASA Rule 8, Section 8.E:

    The runner is called out if anyone other than another runner physically assists the runner while the ball is in play.  This has been interpreted by previous ASA rulings as meaning that a coach can not touch a runner during play such as to push, shove, capture, or hold a runner to impede a runner from progressing or prompt a runner to progress.  However, it is legal for a coach to give players a "high-five" or other incidental touching.

 

12.5   For the safety of our catchers and umpires, upon the first instance of a thrown bat, a warning will be issued to the offending team.  Subsequent offenses, at the discretion of the umpire, may result in the batter being called out.  

 

12.6   Although girls are encouraged to do so, there is no mandatory slide requirement (neither per ASA nor these local rules) as long as the catcher does not have possession of the ball.

   If the catcher does have possession of the ball, the runner should slide.  Any collision caused by a runner not sliding will result in a the runner being called out - regardless if the catcher maintains control of the ball.

 

 

 

 

 


 

 

13.0  CGSA League Rules

 

14U.0      14U League CGSA Rules - Player Pitch

 

14U.1    The 14U league will play one hour and fifteen (15) minutes or 7 innings, whichever comes first. 

 

14U.2   In case of a rainout, an official game will be three(3) innings or one hour.

 

14U.3   Pitching distance will be 40 feet, and bases 60 feet.

 

14U.4   A twelve inch (12”) fast pitch softball approved by the CGSA will be used.

 

14U.5  Continuous batting order will apply.

 

14U.6   Runners cannot advance until the ball has left the pitcher’s hand.

 

14U.7  A six (6) run rule per inning will apply.

 

14U.8  Free substitution for all players, except the pitcher.  Note:  The starting pitcher can return to the game as a pitcher only one time during the game.  A substitute pitcher may not return to the game as a pitcher.  The starting pitcher and the substitute pitcher may return to the game in any other position.  The pitcher returning may not be used as a delay tactic.

 

 

12U.0  12U League CGSA Rules - Player Pitch

12U.9  Free substitution for all players, except the pitcher.  Note:  The starting pitcher can return to the game as a pitcher only one time during the game.  A substitute pitcher may not return to the game as a pitcher.  The starting pitcher and the substitute pitcher may return to the game in any other position.  The pitcher returning may not be used as a delay tactic.

 


 

 

13.0  CGSA League Rules

 

10U.0   10U League CGSA Rules - Modified Player Pitch

 

10U.1  The 10U league will play one hour and fifteen (15) minutes or 6 innings, whichever comes first.  In case of a rainout, an official game will be 3 innings or 45 minutes.

 

10U.2  Pitching distance will be 35 feet and bases 60 feet.  Player pitchers and coach pitchers must pitch from the pitching rubber.

 

10U.3  An eleven inch (11”) fast pitch softball approved by the CGSA will be used in league play.

 

10U.4  All batters start with player pitch, however, there are no walks.  The player pitches until either the batter hits a ball fair, the batter strikes out, or four balls have accumulated.  If four balls have accumulated, the offensive coach completes the pitching.

 

10U.5   When the offensive coach is pitching, there are no called strikes.  The offensive coach can throw two pitches if the batter has one or zero strikes.  If the batter has two strikes, the coach is allowed one pitch.  The batter is out if no contact is made on the ball on the last pitch that is a strike.  Note rule 10U.6 that allows a coach to re-throw the last pitch if the coach pitches a ball.

 

10U.6   If the last (or only) pitch by the coach is not in the strike zone and the batter does not swing and the umpire calls "ball" then the coach is allowed one more pitch.   The subsequent pitch is the final pitch regardless of its location unless the batter hits the ball foul.

 

10U.7   A batter remains at-bat if the last pitch is fouled.

 

10U.8  Runners cannot advance until the ball crosses the plate.  Runners can not steal home.

 

10U.9  Infield fly rule will not be used.

 

10U.10  Continuous batting order will apply.

 

10U.11  Once the ball is in control in the pitcher's circle, all play stops.  If a runner has advanced more than halfway to the next base, the base will be awarded.

 

10U.12  The catcher need not catch the third strike for the out to count.

 

10U.13  Teams may have 10 defensive players, four must be outfielders. 

 

10U.14  A five (5) run rule per inning will apply.

 

10U.15   There will be one base allowed on an overthrow at all bases except for base stealing.

 

10U.16   During a steal, the runner can advance only to the base she is stealing regardless of overthrows.

 

10U.17   The offensive coach must not interfere with play when a ball is hit fair.  When a ball is hit fair, the offensive pitching coach should either clear the infield or remain as unobtrusive as possible.  If the offensive coach intentionally interferes with a fielder attempting to field the ball, the batter will be called out.

 

10U.18  If a ball is batted fair and the offensive pitching coach purposefully fields or touches the ball, the ball is dead and the batter is out.  If a batted ball hits the offensive coach unintentially, the ball is live.

10U.19  In 10U only, a player pitcher may pitch in no more than two consecutive innings.  (It would be in your best interest to work with 3 pitchers in the event one of your pitchers misses a game.)


 

 

13.0  CGSA League Rules

 

8U.0     8U League CGSA Rules -  Coach Pitch

 

8U.1  The 8U league will play one hour and fifteen (15) minutes or 6 innings, whichever comes first.

 

8U.2  In case of a rainout, an official game will be 3 innings or 45 minutes.

 

8U.3  Pitching distance will be 35 feet and bases 60 feet.

 

8U.4  An eleven inch (11”), Incrediball Soft Touch ball or similar approved by the CGSA will be used.

 

8U.5  Runners can advance only on a hit.  Runners may not steal any base on a passed ball to the catcher or an overthrow to the pitcher. 

 

8U.6  Runners must remain in contact with the base until the ball is hit.  A warning will be issued to the team for taking a lead off of bases.  Subsequent infractions will result in the runner being called out.

 

8U.7   Ten defensive players are allowed, four of which must be outfielders. All outfielders must stand on the outfield grass (or at least ten feet behind the base path if no grass demarcation is applicable) at the start of the pitch.

 

8U.8  Infield fly rule will not be used.

 

8U.9  All players will bat in the lineup. Continuous batting order will apply.

 

8U.10   The pitcher may be any of the coaches for the batting team and may be changed at-will. The coach may pitch anywhere in the pitcher's circle in a straight line between home plate and the pitcher's rubber.  The player defensive pitcher must stand even or behind the adult pitcher during the start of each pitch.

 

8U.11  A batter becomes a batter-runner only if a ball is hit fair.  A maximum of five pitches are thrown unless the last pitch is fouled in which case the batter continues her at-bat.

 

8U.12  The offensive coach must not interfere with play when a ball is hit fair.  When a ball is hit fair, the offensive pitching coach should either clear the infield or remain as unobtrusive as possible.  If the offensive coach intentionally interferes with a fielder attempting to field the ball, the ball will be called dead and the batter will be out.

 

8U.13  If a ball is batted fair and the offensive pitching coach intentionally fields the ball or touches the ball, the ball is dead and the batter is out.  If a batted ball hits the offensive coach unintentially, the ball is live.

 

8U.14   The umpire should call time whenever a player has thrown the ball to the proper base to make a play on a base runner, whether the infielder catches the thrown ball or not.   Play should be considered stopped after the  play.  The hitter may not advance on an over throw.  The other base runner(s) cannot advance if they are not past the midpoint between bases.  Runners are still at risk to be put out until the umpire has indicated that play has stopped.

   The umpire should also call time when a ball is thrown from the outfield to an appropriate base to make a play on a runner or to or through the pitcher's circle (the pitcher does not have to control the ball in the circle.)

 

EXAMPLE:  If a ball is hit to left field with no one on base and the left fielder throws the ball to third base before the hitter riaches 1st base and over throw occurs, the hitter may still advance to 2nd base.  Play only stops when a play is made on a base runner or the ball makes it to or through the pitcher's circle.  (The pitcher does not have to control the ball in the circle.)

 

8U.15  Games may be played with whatever number of girls are present.  There will be no automatic outs if less than nine players are present.   Coaches are encouraged to borrow girls from a CGSA 6U team  to obtain nine players.

 

8U.16  A five (5) run rule per inning will apply.

 

8U.17  Two defensive coaches will be allowed in the outfield during defensive play.

 

 


 

 

13.0  CGSA League Rules

 

6U.0  6U League CGSA Rules - Tee Ball

 

6U.1  The 6U league will play one hour or 4 innings, whichever comes first.

 

6U.2  No Umpires will be assigned at this age level

 

6U.3  A ten inch (10") Incrediball Soft Touch ball or similar approved by the CGSA will be used.

 

6U.4   The batting team's designated adult pitcher throws three underhanded pitches to the batter.   After three pitches, the players must hit the ball from a tee.   Three pitches is the maximum, regardless if the pitches are balls or strikes.

 

6U.5    Pitchers are encouraged to begin their pitch in the pitching circle; however, pitchers can stand closer to the batter if necessary.

 

6U.6  Batters continue their at-bat using a tee at home plate until they hit the ball fair or until 10 swings have been attempted.

 

6U.7  No strikeouts.  No walks.  No scores or standings are kept.

 

6U.8   If a player is out, she leaves the base but there can be more than three outs per half inning.

 

6U.9   If the teams have approximately the same number of players, the entire lineup is batted per inning.  However, if the number of players between each team is significantly different, each team will only bat eight (8) players per inning.

 

6U.10  All players play in the field defensively.  The number of infielders should be limited to the standard positions.   Extra players will play in the outfield.

 

6U.11 Base runners do not advance on an overthrow.  The only exception is that base-runners can continue running to clear the bases if it is the last batter of the inning.

 

6U.12  Any put out at first base must be by throw unless the ball is hit to the first baseman.

 

6U.13  Only one practice per week during the season.

 

6U.14  Play stops when the ball crosses the base lines for throws from the outfield.

 

6U.15  Each player must play ½ of the game in the infield.

 

6U.16  Games may be played with whatever number of girls are present.  There will be no automatic outs if less than nine players are present.
